西部农村集镇环境问题与治理对策——以陕西农村为例

摘　　要：陕西属于西部欠发达地区,在广大农村地区存在着各类农村集镇。通过实地调研的方法,归纳总结了陕西农村地区包括乡镇政府所在地集镇、具有集市贸易的自然村集镇、撤乡并镇后原乡集镇、乡镇政府迁出后原有的集镇等集镇类型。客观分析并揭示了陕西农村集镇存在的主要环境问题,如基本的公共环保设施不完善甚至缺位;管理不到位,条块分割,随意性大;建设盲目性大,跟风现象严重,忽视挖掘集镇自身传统文化的吸引力等环境问题。并提出了合理利用资金,完善集镇公共设施建设;加强管理,设立集镇专门环保机构;合理解决集镇保留、植入与重建的关系;科学合理改建、整理道路集镇,消除各种隐患等集镇环境整治的对策。In the new century, the construction of small towns and the development of urbanization is a significant strategy and developing trend in China. Shaanxi Province is located in the underdeveloped western region, where the industrialization started late and the pace of urbanization is relatively slower. In the vast rural areas, there are various kinds of market towns, which are leading carriers of the urbanization in future. The article concludes and summarizes the types of rural market towns in Shaanxi using field research methods, and objectively analyses and expounds the main environment problems of rural market towns. Based on these, the article puts forward major countermeasures for the market towns environmental improvment.
