超越零和博弈走向正和博弈——国家与社会的二律背反与良性互动

摘　　要：人类的政治实践表明无论是国家还是社会都有其限度,主要表现为国家阻滞公民社会的成长、经常背离公共利益、存在合法性危机,社会未必通向民主政治、极易导致两极分化、容易滋生个人主义等。把国家与社会对立起来,坚持国家本位抑或社会本位其结果只能是"零和博弈",因此,从"二元对立"走向"良性互动"成为国家与社会关系发展的必然趋势。遵循"强国家、强社会"的构建理路,从推进宪政、加强国家能力建设、树立权界意识、协调国家社会关系、大力发展社会组织,增强社会自主性等方面入手,努力构建"强国家、强社会"的关系模式,才能使国家与社会关系超越"零和博弈"走向"正和博弈",真正实现国家与社会的良性互动。Both the state and the society have its limitations, which is shown as that the state blocks the growth of civil society, departs from public interest and is confronted with legitimacy crisis and the society is not necessarily led to democratic politics, which is vulnerable to polarization tends to produce individualism, etc. The results of the opposition between the state and the society must be a ＂zero -- sum game＂, so ＂benign interaction＇relationship between the the two is an inevitable trend. Following the concept of building ＂a strong state and a strong society＂to promote the constitutionalism, strengthen national ability construction, set up the right limit consciousness, coordinate the relations between the state and the society, vigorously develop social organizations to enhance the social aspects of autonomy, construct the relation model of ＂a strong state and a strong society＂, and make the relationship between state and society beyond ＂zero-sum game＂ to ＂positive -- sum game＂, we can realize the benign interaction relationship between the state and society.
