多事之年中国的“文化-公共”外交战略探析

摘　　要：全球性金融危机爆发之后,伴随世界权势格局尤其是中美实力对比的变化,中国逐渐步入和平崛起进程中的"多事之年",为应对来自国际国内的多重压力,中国需要将已有的"文化-公共"外交进行战略化考量,以消除国外民众和舆论对中国的误解以及预防性形象构建为战略目标,并通过不同战略手段的运用,探寻中国的"文化-公共"外交战略,实现进一步持续性崛起。After the outbreak of global financial crisis in 2008 and with the changing power comparison, especially between China and America, in the world, China gradually entered the eventful years during the process of Peaceful Risement. For dealing with multiple domestic and international pressure, China should consider the exsited ＂Cultural - Public＂ Dipliomacy from the perspective of strategy. In other words, China should firstly take both eliminating the misunderstanding from foreign public opinion and preventively building our good image as the strategic objective, secondly depend on different strategic means to explore China＇ s ＂Cultural - Public＂ Diplomatic Strategy, and finally realize her continuing risement.
