摘　　要：《天圣令》作为一部以唐令为蓝本参以宋代新制编纂的国家令典,对研究唐宋时期的政治、经济、社会、文化都具有重要的学术价值。本文从政府管理的视角,结合田令、赋役令、营缮令、杂令中相关令条,探讨了北宋时期政府水旱灾害的预防管理、灾害的应急管理及灾后应对处置管理等相关措施。As a statute, Tiansheng Statutes（天圣令） play an important part in studying the political, economic, social and cultural changes from the Tang Dynasty to the Song Dynasty. The paper gives a study of how the Government deal with the drought and flood connected the administration of prevention, emergency , problems in the Northern Song Dynasty based on the Tiansheng Statutes.
