摘  要:近几年随着政府对公共卫生职能工作的投入越来越多,如何用最少的投入实现最大的产出,变成了摆在各疾病预防控制中心管理者面前的重要问题。项目管理与全面质量管理作为现代化的管理手段,在其他领域取得了重大的成功,天津市疾病预防控制中心结合自身的实际情况,围绕项目管理的三要素,即:时间、成本、质量为突破口,对全中心的业务工作实施全面质量管理,进行动态考核,积累了一定的经验,并取得了突出成效。Along with the increasing of government investment for public health functions in the recent years, the important problem that the managers of Centers for Disease Control and Prevention face is how to get the maximum output from the minimum investment. The project management and total quality management axe the modern management means, which have obtained significant effect in other fields. According to the actual condition, the three elements which include time, cost and quality were regarded as the beginning, Tianjin Center for Disease Control and Prevention implemented the total quality management in all works of the Center, carried out the dynamic assessment, accumulated some experience, and achieved outstanding results.
