摘  要:本文运用DEA方法对2000-2009年我国高校科研效率的整体发展状况进行了评价,进而运用Malmquist指数对高校科研效率的动态变化进行分析。研究结果表明:我国高校科研的投入产出状况整体上是有效的,并且科研技术效率呈现出东部高于中部、中部高于西部的态势。但是目前科研效率的增长是非持续的,而且引发科研效率增长的主要因素是规模效率和技术进步。因此,应该采取合理调配教育资源配置、改革高校科研评价机制、制定与实施高校科技发展规划等措施,旨在促进地区间高校科研均衡发展,提高高校科研增长质量和保证高校科研稳定持续增长。The dissertation assessed the entire development position of the efficiency of high education scientific research in China, and then analyzed the dynamic change of the efficiency of high education scientific research using the DEA-Malmquist Indexes Method. The research result had reflected that input - output position of the efficiency of high education scientific research was effective and the efficiency of high education scientific research had appeared that the east area was higher than the middle area and the middle area was higher than the west area. However, the current growth of research efficiency was not sustaining, and the trigger factor of the growth of research efficiency was the scale efficiency and the technology development. Therefore, we should adopt the measures, such as reasonable allocation of educational resources, reform of the evaluation mechanics of high education, and establish and implement the technical development planning of high education in order to improve the balanced development of regional high education scientific research, promote the growth quality of high education scientific research and ensure the stable and sustaining growth of high education scientific research.
