国内外公立医院功能定位研究现状及对我国的启示

摘　　要：公立医院管理体制改革成功与否,在很大程度上决定我国医疗卫生体制改革的成败;公立医院功能的科学定位是公立医院改革成功的前提条件。基于我国新医改背景,总结国内外公立医院的功能定位的研究成果,根据国外国民卫生服务体系型、商业健康保险体制型和社会健康保险体制型3种体制下公立医院的功能定位;国内从医疗、教育、科研以及预防保健视角对公立医院进行功能定位的实践和理论研究。进一步在功能定位层面上剖析我国公立医院改革所面临的突出问题,寻求最佳解决方案。It depends on the success or failure of the medical system reform that whether the management system reform of the public hospital succeed or not in a large extent. Scientific public hospital orientation is the premise condition of success in public hospital reform. This article is based on the background of new medical system, summarized the public hospital function. According the foreign public hospital function orientation in types of National Health Service, commercial health insurance system and health and social insurance system and domestic public hospital from the perspective of medical, education, scientific research and health care and prevention, We analyze the function oricentation＇s practice and theoretic study. We clarified further the questions of public hospital reform on the level of the function orientation to find the best solutions.
