安西灌区节水改造中取得的成效及存在的问题研究

摘　　要：开展续建配套与节水改造项目是改善灌区基础条件的一项重要措施。安西灌区通过8个年度的节水改造建设,取得了明显的成效。主要表现在:工程状况得到改善、用水效率得到提高、农田灌排保障能力稳步提升、管理体制和运行机制改革取得成效等方面。灌区节水改造在取得成效的同时,也出现了一些如管理体制和投资方向等方面的问题。在分析问题的基础上,阐述了在深化灌区体制改革,减少或取消地方配套资金、提高建设标准,完善投资方向,加快灌区信息化建设方面的体会和建议。Developing rehabilitation and water-saving reform project is an important measure to improve the basic conditions of irrigation districts. Anxi Irrigation District achieves remarkable results through construction of eight annual water-saving reform, mainly in engineering condition improvement, improvement of water use efficiency, steady rise in farmland irrigation and drainage protection capacity, reform of management system and operation mechanism of effectiveness, and so on. At the same time, there are some problems, such as the management system and investment direction. This paper elaborates on experiences and suggestions based on an analysis of the problem to deepen the system reform of irrigation districts, reduce or cancel the local matching funds to improve the construction standard, the investment direction and speed up the construction of Irrigation District Information.
