摘　　要：对我国31个省、市、自治区的"十一五"规划全文的文本信息运用内容分析法进行分析研究,在综合考察"十一五"规划前后该省、市、自治区的图书馆建设水平的基础上,发现政府的5年计划对其行政区划内的基层图书馆的建设发展产生影响。通过构建以当地经济发展水平和速度为主要内容的影响力参照系,分析、比较"十一五"规划内容影响力的作用强度和作用范围。This paper tries to test that whether the 11 ,h-Five-years Plans of 31 provinces in China impact the development of libraries in that place. By analyzing the plans＇ documental information and knowing the development level of the libraries in each province, this paper tries to find that whether the 11^th-Five-years Plans made any influence on the libraries, and then makes a reference system of economy, comparing the influential intension and scope with the developing level and speed of those administrative divisions.
