摘　　要：从内在结构、运行方式、发展内涵与问题困境方面看,转型期的中国社会自主性——为公民个体、社团群体乃至整个社会拥有的相对独立于国家权威的权益意识和自主能力——正不断成长。自主性管理是公共管理的核心,其议题就是认真对待权利。创新社会管理,必须正确面对社会自主性持续增长这一基本事实。作为社会成长的价值认同,自主性管理需要走出主体排斥与问题替代的种种误区,既尊重公民社会的主体性,又理性权衡政府权威的合理性。为此,应遵循经济社会发展规律,通过人本化的服务型政府转型来推进社会建设,以规约权力、保障权利并为二者建置起法治化的互动关系为中心,培育和规范社会自主性,逐步实现社会的现代性转型发展。From the inner structure, operation mode, development connotation, and problems and difficulties, the autonomy of the Chinese society during the transition period, which means the right - interest consciousness and self - dominant capability that is relatively independent of the national authority, has been constantly growing. The autonomy administration is the core of public administration, the issue of autonomy administration is the topic how to take the rights seriously. Social management innovation must rationally face the fact of social autonomy＇ s constant growth. As the value recognition of social growth, autonomy administration need to get out all the errors and myths of subject exclusion and problem alternation, need not only respect for the subjectivity of the civil society, but also rationally weigh the rationality of government authority. To this end, we should follow the law of economic and social development, promote the social construction by social responsiveness, service -oriented transformation of the government, restrict the powers and protect rights, establish the constitutional interaction between the powers and rights, cultivate and regulate the autonomy, and acheive the progressive modernity - intensifying transformation and development of society.
