海峡两岸的金融监管合作:基于新政治经济学的视角

摘　　要：近年来,中国大陆与台湾两岸经贸关系与金融合作快速发展;但同时,影响两岸金融安全与稳定的不利因素开始凸显,两岸金融监管合作已迫在眉睫。从新政治经济学的角度,运用博弈论的基本分析框架,对大陆与台湾金融监管合作的博弈均衡及其主要影响因素和机制设计进行分析的结果表明,两岸金融监管合作的条件已成熟,两岸金融当局应尽快建立和完善监管合作的制度设计、协调组织、信息与人员交流机制,实现两岸金融监管的实质性合作。Financial cooperation as Economic and trade ties between Mainland and Tai- wan have rapidly been expanded in recent years. Meanwhile, problems of financial safety and stability are highlighted, and cooperation of financial regulation is extremely urgent for cross-Strait governments. Based on theoretical framework of new political economics and game theory, this paper analyzes Nash equilibrium, main influential factors, and mechanism design of financial regulatory cooperation between Mainland and Taiwan. The results show that conditions of financial regulatory cooperation between Mainland and Taiwan are ripe, and cross -Strait financial authorities should soon establish and improve institutional arrangement, coordination organization, information sharing system, and communication of reg- ulatory cooperation to maintain cross-Strait financial stability.
