摘 要:以空间和非空间构成的城市新复合体理论为基础,把城市规划实施效率评价分成空间效率评价和非空间效率评价。构造空间转移率和吻合率指数,利用GIS空间分析技术评价空间效率,运用数据包络分析DEA模型中的综合效率指数评价非空间效率。以合肥市总体规划实施效率评价为实证,具体应用了基于GIS-DEA的城市规划实施效率综合评价技术,结果表明:基于GIS-DEA的技术方法能有效克服传统的主观定性评价技术的不足,可以更客观、理性和全面地评价城市规划实施效率,为城市规划实施效率研究提供一定的参考价值。Taking the theory that the new urban complex is composed of space factors and non-space factors as a foundation, urban planning implementation efficiency can be divided into spatial efficiency and non-spatial efficiency. Spatial efficiency is evaluated by space transfer rate index and space coincidence rate index based on spatial analysis of GIS. Non-spatial efficiency is evaluated by the integrated efficiency index of data envelopment analysis model. The comprehensive evaluation technique and method based on GIS-DEA is used in master planning implementation efficiency evaluation of Hefei City. The results show that the evaluation technique and method based on GIS-DEA can effectively overcome the defects of traditional subjective qualitative evaluation technique. It can evaluate urban planning implementation efficiency more scientific, more rational and more overall. The research method based on GIS-DEA will be able to provide a certain reference value for the study of urban planning implementation efficiency.
