摘　　要：文化权利是人权的一部分,是指人们获得文化收益的权利。保障公民的文化权利是满足人类基本权利,改善人与人之间关系,构建社会主义和谐社会的基础。公共图书馆作为公共文化服务的基础设施之一,有义务承担起保护公民文化权利的责任。公共图书馆制度为满足公民获得文化权利提供了制度基础,是保障公民文化权利的制度安排。本文探讨了文化权利的含义及保障公民文化权利的重要意义,制度与图书馆制度的产生,提出了保障公民文化权利是公共图书馆的职责之一,明确了公共图书馆在哪些方面保障公民的文化权利。Cultural fight is one part of human rights. Cultural right＇s guarantee is the basis of meeting human＇s basic fights, improving the relationship of people, constructing harmonious society. As one of the basic facility of public cultural service, public libraries have the responsibility of protecting people＇s cultural right. The regulation of public library provides the regulation basis of meeting people＇s obtainment of cultural fight, and it is the regulation arrangement that can protect people＇s cultural right. The paper discusses the meaning of cultural fight and the significance of protecting people＇s cultural fight, as well as the birth of library regulation. It advances that protecting people＇s cultural right is one of the responsibility of public library, and on which aspects library should protect people＇s cultural right.
