摘  要:城乡数字鸿沟严重影响了我国城乡和谐发展。本文从信息技术的"意识"、"接入"、"利用"以及"环境"四个维度构建了一套包含17项指标的城乡数字鸿沟测度指标体系,然后选取我国31省区为样本并采用客观确定权重的因子分析法进行实证研究。结果表明:(1)2000~2009年我国整体城乡数字鸿沟呈现逐年扩大的态势,从2000年的1.2527持续增至2009年的4.3012,年均增长幅度为14.739%。(2)我国城乡数字鸿沟也存在着东中西部的差异,西部较大,其次是中部,东部较小。(3)从单个省区来看,历年城乡数字鸿沟最大的是青海,最小的是上海。本研究不但可以为测度城乡数字鸿沟提供科学的指标体系,而且能够为各级政府考察城乡数字鸿沟状况提供参考,有助于制定缩小城乡数字化差距的政策措施。Urban and rural harmonious development is seriously influenced by rural-urban digital divide. This paper builds a measuring index system which includes 17 indexes at the four dimensionalities of information technology "con- sciousness", "access" , "usage" and "surroundings". After that, 31 provinces in China are selected as swatches, and factor analysis method which can make weights of indexes objectively is applied to make empirical study. The research result shows that: (1)From year 2000 to 2009, rural-urban digital divide in China continuously widens from 1. 2527 to 4. 3012, and average growth rate is ld. 739%. (2)Rural-urban digital divide in east, central and west region is different, that is, rural-urban digital divide in west region is widest, and in east region is narrowest. (3) On the view of single prov- ince, rural-urban digital divide in Qinghai is widest, and in Shanghai is narrowest. This research not only builds a scientific measuring index system of rural-urban digital divide, but also provides a consult for governments at all levels to investigate rural-urban digital divide and constitute policies and measures of shrinking digitization gap between urban and rural.
