基于政府社会性规制的社会管理创新研究

摘　　要：社会性规制是政府管理社会的一个重要手段。我国正处在政府规制的改革与转型期,社会性规制理论将会对社会管理工作产生深远影响。从社会性规制的角度来看,当前加强和创新社会管理应正确处理政府与社会组织以及各相关主体之间的关系,明确各方主体在社会管理中的定位;建构和实施以权利为导向的社会政策体系;健全社会风险评估机制和应急管理体系;确立以政府为主导、社会各方共同参与的民生社会管理发展新机制;增强全社会参与社会管理的活力,进一步完善社会管理运行机制。Social regulation is an important government means. China is in the process of reform and transition of government regulation and social regulation theory will have far-reaching social impact on the management of government. From the view of social regulation, in order to strengthen social management and innovation, we should handle the relevant relationship between , the government and the main social organizations and the main parties so as to clear their positions in the social management;to construct and implement a rights-oriented social policy system;to improve social risk assessment mechanisms and emergency management system~ to estab- lish a social management mechanism which is led by the government and with all sectors of socie- ty participating;to improve the enthusiasm of the whole society to participate in social manage- ment, and to further improve the social management mechanism.
