摘　　要：石油企业是国家发展和稳定的基础,质量安全与效益对建设和谐社会有着举足轻重的作用,履行"每一滴油都是承诺"的质量文化理念,是石油开采企业质量工作特性所决定的。从质量文化建设体系及其构成的要素入手,讨论了质量文化建设必要性。围绕采油企业自身特点,阐述了中原油田采油四厂经过长期精心培育优秀的、独特的企业质量文化,实现了企业质量文化理念与生产经营管理的深度融合。提升油藏经营管理水平,促进油田持续有效发展。Petroleum enterprises are the basis of national development and stability, and quality safety and economic benefit have important role to the construction of harmonious society. The characteristics of the quality work of oil production enterprises decide their quality culture idea of ＂every drop of oil is a commitment＂. The necessity of enterprise quality culture construction is discussed from quality culture construction system and its elements. The excellent and special enterprise quality culture of No.4 0il Production Plant, Zhongyuan 0ilfield Company, Sinopec is described, which is constructed by carefully nurturing for a long time according to the char- acteristics of oil production enterprises. It realizes the combination of enterprise quality culture idea with production business management, improves the reservoir business management level and promotes the sustainable and effective development of oilfield.
