摘　　要：基于江苏省的经济发展水平和所处的社会发展阶段,省域城镇体系规划必须承担起探索、引导、部署全省城乡发展转型和实现基本现代化的任务,首先必须正确制定城市化和城镇发展方针。本文论证了《江苏省城镇体系规划—2030年》发展方针的客观背景、思考路径和具体内涵,并以该规划的核心思路"差别化"为重点,论证了区域差别化发展的内涵,阐述了差别化发展的措施。结合《江苏省城镇体系规划—2030年》编制实践的细化与完善,提出了区域城镇体系的差别化发展规划方法。Based on the socio-economic development level of Jiangsu Province, the provincial urban system planning must explore, guide, and allocate the tasks on urban-rural development transformation and fundamental modernization in the province, which should start with the establishment of scientific urbanization and urban development principles. After analyzing the background, thoughts, and connotations of the development principles in Urban System Plan of Jiangsu 2030, this paper emphasizes the ＂differentiation＂ thought in the plan, and conducts an analysis on the connotation and related methods for differentiated development. In combination with the further improvement on the compilation practice of the Plan, the paper puts forward suggestions on methods for formulating differentiated development plan.
