摘　　要：发展节水灌溉是解决当前农业用水短缺问题的最佳途径。世行贷款节水灌溉二期项目贯彻"真实"节水的先进理念,通过工程措施、农业措施和管理措施相结合构建资源性节水模式,促进项目区的水资源统一管理和可持续利用。同时,结合山西省实际提出了应用研究的主要内容,为项目创新提供技术支持。The development of water-saving irrigation is the best way to solve current agricultural water shortage problem. The 2nd phase World Bank loan water saving irrigation project implements the advanced concepts of real water-saving, constructs resourcesaving mode through the combination of engineering measures, agriculture and management measures to promote the unified manage- ment and sustainable utilization of water resources in the project area. Meanwhile, combined with the actual situation of Shanxi prov- ince, the main content of the application research is proposed to provide technical support for the project innovation.
