摘　　要：建立淮河流域涵闸工程的安全评估系统,能够实现在避免过多人为因素干扰前提下对流域的涵闸进行工程等级划分,而构建出适宜的框架体系是重要的一步。根据现有的涵闸设计、鉴定、现场检测、项目工作大纲、行业规范等相关资料,制定出淮河流域涵闸工程安全评估系统的整体框架及其分级的体系框架,为模型的建立奠定基础,并为后期即将开展的淮河流域病险闸的除险加固提供技术支持。The establishment of the safety assessment system of the culvert and sluice projects within Huai River Basin can realize the classification of the relevant culverts and sluices therein under the premise of avoiding excessive human interference concerned ; for which an important step is to construct an appropriate framework. In accordance with the relevant data of the designs, appraisals, in-situ inspections, project working programs, professional standards, etc. of the existing culverts and sluices, the overall framework and its sub-system frameworks for the safety assessment system for the culvert and sluice projects are constituted, which lay the bases for the establishment of the related model, and then provide the technical supports for the risk-elimination and reinforcement of the dangerous sluices in the basin to be carried out in the days to come.
