贵州农村劳动力创业对策试析

摘　　要：贵州农村劳动力返乡创业成功率低,个人竞争力不足,不具备有利创业环境,劣势与威胁大于优势与机会。可通过农村土地流转推动劳动力创业;明确政府责任,拓宽准入领域,放宽登记条件,统筹安排创业用地,建立返乡创业基地,进行项目支持和金融扶持;加强公共服务,完善劳动力市场,强化政府服务,加强创业培训、就业服务、社会保险和城镇公共服务,维护合法权益。成立行业协会和农民合作经济组织,发展农村劳动力创业园,给创业者超国民待遇,建设新生创业队伍。Guizhou low success rate of the rural labor force to return home business, personal competitive enough, do not have a favorable business environment, greater than the strengths and weaknesses opportunities and threats. By rural land to promote labor-business; clear government responsibility, to broaden the access areas to relax the conditions for registration, co-ordinate arrangements for business sites, to establish home business base, support and financial support for projects; improve public services and improve the labor market, strengthen the government＇ s services, enhance entrepreneurship training, employment services, social insurance and urban public services, safeguard the legitimate rights and interests. The establishment of industry associations and farmers＇ cooperative economic organizations, the development of rural labor Pioneer Park, super-national treatment to entrepreneurs to build new business team.
