包容性增长视角下中国经济增长质量的综合评价

摘　　要：对新中国60年经济增长质量的定量分析,是研究中国经济问题的一次重要突破。文章在透析"包容性增长"理念的基础上,从数量、效益、稳定性和民生福利等方面构建了四维三层综合评价体系,使用"逐层"纵向拉开档次法,从动态时序角度对中国经济增长的质量进行了综合评价。包容性增长视角下,中国经济增长质量依次呈现波动平稳、波动上升和稳步提升三种状态,相继出现四次较大波动。如何在保持稳定的基础上进一步提高经济增长的质量,是目前亟待解决的难题。It is a breakthrough of Chinese economic growth research to evaluate the quality of New China sixty years economic development.After dissecting the idea of inclusive growth,this paper builds up a four-dimensional three-level economic target system and utilizes the method of lengthways spacing out the difference for doing the stepwise evaluation on the quality of Chinese economy growth,from four respects of quantity,benefit,stability and welfare.Considered from the perspective of inclusive growth,the quality of growth consists of three statuses,namely smooth fluctuations,fluctuant rise,and steady improvements,as well as four fluctuations.It is a big problem that how to enhance the quality of growth as well as maintain a steady economic growth meanwhile.
