摘　　要：在调查上海市二级综合医院发展现状基础上,分析了二级医院发展面临功能不清晰、发展失衡和运营欠持续等问题。从政策性因素、地域性因素、体制性因素、管理性因素等方面讨论了问题原因,并提出了新医改背景下上海市二级综合医院的发展策略,包括明确其在医疗服务体系中的定位;结合其所处地理位置和实际情况进行分类指导;按照医疗资源布局现状选择适当转型方向;加强医疗资源整合与功能协同;夯实二级综合医院长远发展等保障措施。Based on the investigation of the current status of secondary general hospitals （SGHs ） in Shanghai, the development prob- lems of SGHs, such as unclearly defined function, unbalanced development, unsustainable operation, and the reasons were discussed from the perspectives of policy factors, regional factors, institutional factors and mangement factors. The SGHs development strategies under the context of the new health reform were put forward, including re - identifying the position of SGHs in the health care systems, providing clas- sifted specific guidance according to SGHs＇geographical location and actual situation, selecting appropriate transformation direction in ac- cordance with the status quo of health care resources allocation, enhancing the integration and functional collaboration of health care re- sources, and underpinning supporting measures affiliating long- term development of Secondary General Hospital.
