摘　　要：目的通过对村卫生室服务能力现状的调研分析,找出村卫生室服务能力薄弱环节,提出提升村卫生室服务能力的建议,为村卫生室的规范化建设提供参考。方法采用问卷调研与现场访谈相结合的方法,随机选择江西6个地市578名村医、2075位村民进行调研。结果我国村卫生室服务能力较弱,主要制约因素是医务人员业务素质低下、基础设施陈旧、服务范围局限和服务质量监控缺位等。建议加大宣传力度,强化村卫生室职责:加大资金投入,充实履职基本条件;理顺管理体制,激发乡村医师活力;加强业务培训,提高服务水平;强化质量监控,完善履职评估体系。通过以上措施保证农村三级医疗卫生网网底作用的充分发挥。OBJECTIVE Based on research and analysis of current village clinic services,this research is to identify weaknesses of village clinic services and put forward proposals to enhance it,which can be a reference for the standardization of village clinics.METHOD Through questionnaire survey and field interviews,578 village doctors and 2 075 villagers were randomly selected from six cities in Jiangxi Province.RESULT Village clinic services are weak in China.And main causes are：low quality of personnel,obsolete infrastructure,limited services,and absence of quality monitoring.SUGGESTION Step up publicity,strengthen responsibilities of village clinics,increase capital investment,upgrade basic requirements of employment,improve management structure to stimulate the vitality of rural physicians,strengthen quality control and better personnel evaluation system.The above measures are to ensure full play of the function of the bottom of the three rural health networks.
