摘　　要：法治文化和公民意识是影响法治化和现代化进程的重要因素,为推进法治化和现代化的进程,必须加强法治文化建设和普法教育的深化。要正确把握法治文化建设和普法工作的内涵、要求和关系,深刻认识构建法治文化与提高公民素质的现实意义。切实转变观念,坚持政府推进和民间自觉的路径,通过构建法治文化,不断提高公民素质。The law culture and civic awareness influence the process of the law and modernization. To promote the rule of law and the process of modernization, we should attach great importance to the law culture, and constantly improve citizen quality. We must correctly grasp its content, requirements and relationship and popularizing the law, have a profound knowledge of the practi- cal significance of building the law culture of and improving citizen quality, change the idea, stick to the way government promotes and the folk act consciously so that citizen quality can be improved by building the law culture.
