摘　　要：引入有效管理理念和方法,结合广东省自然保护区建设管理的实践,采用频度分析法、专家咨询法和层次分析法,较为系统、全面地研究设计了包括14类36项100个指标的广东省自然保护区有效管理评估指标体系;运用该指标体系,对广东213个林业系统自然保护区的管理有效性进行评分,从13个维度考察了广东省自然保护区的有效管理水平。实证评估研究结果表明:广东省自然保护区在规划设计、管理制度、资源保护工作、社区协调性等方面取得显著成就,而在经费保障、科研平台建设、执法职能等方面则有待改善。Based upon the introduction and application of the ideas and methods of effective administration, together with the construction and administration practice of natural reserves in Guangdong province, the paper devises the system of evaluation criteria for effective management of natural reserves systematically and comprehensively with not only the particularity but also the popularity, utilizing the methods of frequency analysis, expert consultation and AHP. The system consists of the objective hierarchy, status hierarchy, variation hierarchy and factor hierarchy, totally having 14 categories, 36 items and 100 indexes. Further, the index system is applied to assess the management effectiveness of 213 natural reserves in Guangdong province and the results show that great achievements have been made concerning the construction plan, administration regulation, resource protection and community coordination, while there is room of improvement in the fields of outlay guarantee, scientific and academic platform construction and law enforcement.
