河北省低碳经济评价指标体系及发展水平评价研究

摘　　要：河北省产业结构偏重,以工业为主,消费结构单一,过分依赖煤炭资源,导致能源短缺,环境污染严重,"高碳经济"特征十分突出。在经历了过去若干年的经济高速增长后,面临着转变经济发展方式的迫切任务,惟有发展低碳经济,才是最有效的解决之道。从中国人民大学气候变化与低碳经济研究所划分的低碳区域、中碳区域、高碳区域中分别选取浙江(低碳区域)、山东(中碳区域)、河南(中碳区域)和山西(高碳区域)等4省,采用能耗效率、低碳效率、低碳环境和人民生活4方面的相关指标,评估比较了河北省和以上4个省份低碳经济发展的水平,揭示了河北省发展低碳经济的优势和不足,并对河北省低碳经济的发展提出了对策建议。The feature of ＂high-carbon economy＂ in Hebei province was obvious as the industrial structure mainly focused on industry was imbalanced;and the consumption structure was monotonous,relying too much on coal resources,which caused the problems of energy shortage and serious environment pollution.After the rapid economic growth over several years,the task of converting economic growth pattern in Hebei was urgent as developing low-carbon economy was the most effective solution.The indexes of energy efficiency,low-carbon efficiency,low-carbon environment and residents life were adopted to evaluate the development level of low-carbon in Zhejiang province（low-carbon area）,Shandong province（mid-carbon area）,Henan province（mid-carbon area）,Shanxi province（high-carbon area） and Hebei province.The advantages and deficiencies lying in low-carbon economy of Hebei province were pointed out;and countermeasures for low-carbon economy development were put forward.
