摘　　要：集体林权制度改革是继农村"大包干"之后,农村生产关系的又一次大调整,农村社会生产力的又一次大解放。随着全国集体林权制度改革的不断深入,一些深层次政策性问题也随之显现。自林业"三定"以来,由于多种主客观原因,导致很多地方出现家庭承包林地禀赋差异性较大现象,造成农户之间占有林地资源不均衡的矛盾。如何解决,现行集体林权制度改革政策找不到依据。笔者在调研分析的基础上总结出农户承包林地禀赋差异性的五大特点,差异性的主要表现形式以及形成差异的主要原因,并结合调查资料,对农户承包林地禀赋与家庭收入水平相关性进行深入分析,提出7项解决矛盾和问题的建议措施,这将为科学化解农户承包林地禀赋差异性矛盾提供参考和借鉴。The reform of the collective forest tenure system is another major adjustment to the rural relations of production, and another major liberation of social productive forces after the ＂all-round contracting system＂ in rural areas. With the deepening of the nationwide reform of the collective forest tenure system, some deep-seated policy issues appeared. Since the implementation of＂3 Definitudes＂ forestry policy （ Definitudes of the hillyland and forest tenure, allotted privately-used hillyland and forestry production responsibility systerm ）, big differentiation among household endowed shares of contracted forestland has appeared in many regions due to various subjective and objective reasons, causing contradictions of imbalanced distribution of forestland resources among peasant households. There are no guidelines for the solution in current reform policies of the collective forest tenure system. Based on investigation and analysis, the research group produced a summary including 5 characteristics, major forms of expression and causes of differentiation among peasant household shares of contracted forestland. The correlation between the peasant household endowed share of contracted forestland and household income was analyzed deeply using the investigation data. 7 measures for solving the problems were recommended, which are realistic and practical and will provide reference for rationally resolving contradictions caused by differentiation among peasant household endowed shares of contracted forestland.
