摘　　要：从近年来我国地方政府出台民生政令的情况看,决策阶段存在缺乏科学论证、缺少深入调研、忽视反馈信息等问题,应采取加强制度建设、推进政务公开、开展广泛调研、完善门户网站等对策加以解决。In recent years the local governments in China have issued many decrees concerning people＇s livelihood. The authors think that there exist many problems in the policy-making stage such as the lack of scientific support and deep research as well as the ignorance of feedback information, for which we should take some countermeasures such as reinforcing systematic construction, promoting the openness of government affairs, carrying out wide research, optimizing government web portals and so on.
