摘　　要：保障公民行使档案利用这一基本权利,是档案馆的职责和义务,也是档案馆发展的必要条件和动力。为了保障公民档案利用权的实现,一是要培养公民的档案利用权利观念,二是要培训公民利用档案的技能,三是要以青少年学生为重点开展服务推广活动。To guarantee the citizens＇ right to utilization of archives is not only the duty and obligation of archives, but also the necessary and motivation for the development of archives. To realize the citizens＇ right to utilization of archives,there are three steps, including concept developing, skills training and public service activities promotion for adolescent students.
