新农村建设背景下离地农民就业途径研究——基于嘉兴市“两分两换”的抽样调查

摘　　要：基于嘉兴市"两分两换"的抽样调查资料,了解了嘉兴市离地农民产生的原因和现状,同时全面分析了当前制约全市离地农民就业的主要因素:1)高新产业快速发展,压缩普通就业岗位;2)扶持政策不完善,培训缺乏针对性;3)服务平台不完善,就业环境不理想;4)受教育程度低,缺少就业技能;5)就业期望值过高,观念上存在误区;6)收入水平有限,自主创业缺少资金。认为应该培育品牌型劳动密集型企业,大力发展社区服务业;创建良好就业环境,完善就业服务平台;完善扶持政策,鼓励自主创业;开展针对性培训,提高就业技能;更新就业观念,降低对政府依赖。Based on Jiaxing ＂Two Separations, Two Supplantations ＂Sampling Survey, this paper explains the reasons for farmers losing their land and the farmers present situation, thus revealing the main factors restricting farmers from obtaining employment. First, the rapid development of high--tech industry reduced the general jobs;Second, support polices are inadequate and trainings are unsatisfying; Third, service platform and employment environment are underdeveloped; Fourth, farmers education level are low and are lack of employment skills; Fifth, farmers employment expectations are too high and they hold some misunderstanding in employment; Six, farmers income are quite limited so they lack funds to innovate their own business. The author holds that the government should cultivate brand--oriented labor--intensive enterprises and vigorously develop community services, create a good employment environment, improve the employment service platform and support policies, encourage innovative undertaking , carry out targeted training, improve employment skills, update the concept of employment, and eventually reduce the farmers dependence on government.
