香港住房政策发展历程及对中国内地的启示

摘　　要：香港住房政策的发展对于中国内地住房政策的制定具有很强的借鉴意义．笔者从香港住房政策的演进历程出发，描述其住房政策演变的背景和政策目标，总结出香港住房市场政策发展的第四个阶段．通过分析，笔者认为，借鉴香港经验，政府在制定住房政策时候应该考虑到公营住房和私人住房市场的区别，在公营住房中实行住房分配制度；在私营住房中实行市场调节制度，只有按照公营和私营两种方式发展住房市场，才更加适合中国当前的国情．Hong Kong＇ s housing policy is meaningful to the mainland of China. This paper describes the different phases of the Hong Kong＇ s housing policy, and introduces the backgrounds and the targets of these policies, and sums up the forth phase of these policies. Vie believe that when the governments establish a housing policy, it should consider about the corresponding of the public house market and the personal housing market instead of separating them.
