摘 要:公平效率历来都是人们争论的主题,二者既对立、又统一,而以宏观调控为主的政府制度安排才是效率、公平协调统一的必由之路。粮食宏观调控作为弥补市场缺陷的一种表现形式,包括公平目标和效率目标。其中,效率目标包括供求平衡、公平目标包括价格稳定、利益均衡、质量安全和低碳发展。在这个目标基础上,设计了由经济主体构成、调控手段、运行环境与运行机制四个方面的粮食宏观调控系统。并在系统运行成本最小化的前提下给出了实现系统最优化的分析框架。Equity and efficiency has always been a subject of debate. They are not only opposing, but also unified. The macro -based system of government arrangement is the only way to reach it. Food macro - control as a form to remedy market failure includes equity and efficiency objec- tives. Among them, the efficiency goals includes supply and demand balance, and the equity objectives, includes price stability, balance of inter- ests, quality safety and low - carbon development. Based on this we designed a food macro - control system including four fields of main form of e- conomic, regulatory methods, operating environment and operating mechanism. Finally, we gave an analytical framework of the system based on the principle of minimizing the cost.
