摘　　要：解读相关政策,结合上海市2010年全面启动的"基于市民健康档案的卫生信息共享工程",探索如何建立基于电子健康档案的区域卫生平台。项目整合多方信息资源,旨在建立全区居民电子健康档案,搭建覆盖多领域需求的信息化平台,推进临床医疗和公共卫生业务协同。最终目标是保障区域内居民享有基本卫生服务,加强卫生全行业管理,为推进医药卫生体制改革提供信息支撑。The interpretation of the relevant policies that combined with the project which started in 2010 named ＂health information sharing project on the basis of public health records＂ is utilized in this article to explore the establishment of regional health platform based on electronic health records. The project integrates with magnanimity information resources which aimed at building the region＇s resident electronic health records, setting up technology platform to cover the needs of many fields, promoting the clinical and public health services collaborative. The ultimate purpose is to support the residents to share basic health services, to strengthen health sector management and provide information support the reformation of medical and health system.
