摘　　要：本文围绕我国农村水利建设融资中存在的状况,引出开辟新融资渠道的紧迫性,并设想以彩票业作为农村水利建设融资的一种途径,分析其可行性,并结合当前相关政策给出农业水利建设彩票的设计思路。This article stated the current situation of China’s rural areas water conservancy construction,indicated the urgency of widen new financing ways and a new financing method which is using lottery public welfare funds into the construction of rural areas water conservancy.The author analyzes the feasibility of the new financing method and gives out the lottery mentality of designing by combining the current related policy.
