摘　　要：当前国际恐怖犯罪活动正朝着扩散化、本土化、小型化甚至个体化的方向发展,形成了思想扩散与人员本地化趋势并行的新格局。在此背景之下,无组织的个体恐怖犯罪的危害就显得尤为突出,我国刑法立法在这方面已有所体现但并不完善,惩治恐怖活动犯罪的法律体系还没有最终形成,因此有必要对这一问题进一步探讨研究。T he current international terrorist crimes are moving towards the diffusion, localization, miniaturization and even individualization direction, forming a new structure of ideas-spreading and personnel localization trend. Under this background, unorganized individual terroristn crime appears particularly protruding, but no perfect reaction in the Chinese criminal law legislation in this regard. There is no final and complete legal system to punish terrorism crime, therefore it is necessary to further study the problem.
