“两型社会”建设中城市生活垃圾收费制度探析——以湘潭市为例

摘　　要：作为两型社会综合配套改革实验区,长株潭城市群的综合经济实力不断提升但同时也遭遇了"垃圾围城"的困境。寻就解决该困境的对策成了政府与社会的当务之急。城市生活垃圾收费制度渐渐进入人们的视域,该制度不仅可以解决城市生活垃圾处理的资金困境而且还是实现垃圾减量化目标的策略。当然,作为一项新的制度它存在不完善的地方,结合湘潭的实际情况,对城市生活垃圾收费制度中存在的一些问题提出建议,具有非常重要的现实意义。As a comprehensive experimental zone of the two type society, although the Changsha- Zhuzhou- Xiangtan city cluster＇s comprehensive economic strength has been continuously improved, it also has encountered with the difficulty of ＂garbage siege＂. To seek countermeasures to solve this dilemma has become the top priority for the government and the society, so municipal solid waste charge system gradually has come to people＇s horizon. This system can not only solve the money trouble of municipal solid waste treatment, but also can make the waste reduction targets. Of course, as a new system, it has some drawbacks. This article is to consider the actual situation of Xiangtan and put forward some suggestions to solve the problems in the municipal solid waste charge system.
