警务管理革新中创意警务的理念溯源

摘　　要：中从警务管理革新视角分析,创意警务的实质是通过智力汇聚与碰撞实现警察人力资源开发,通过资源重组实现警务资源的合理配置,通过创新警务机制实现警务变革。创意警务理念源于西方"问题导向警务"、"主动警务模式"及"无增长改善理论"警务理论等,同时是我国"服务型政府"理念在警务管理领域的重要理论创新与实践探索。In the view of policing management innovation, the essences of ereativive policing are as follows： to develop the police human resource by intellectual convergence, to rationally allocate policing resources by resource reorganization, to realize policing transformation by innovation of policing mechanism. The idea of creativive policing originated from western policing theory of problem-oriented policing, initiative policing, the theory of un-expending improvement,etc. Meanwhile, it is an important theoretical innovation and practical exploration in policing management with the idea of service-oriented government.
