发展循环农业 促进河南省农业可持续发展

摘　　要：作为全国人口大省和农业大省,河南省正积极探索以不牺牲农业和粮食、生态和环境为代价的"三化"协调发展的路子。发展循环农业,实现内涵式发展,成为重中之重。目前,政府缺乏引导与政策支持、农业劳动力素质低下、多数农民对农业用地的使用缺乏长远考虑、农业技术水平落后以及农业产业化程度低下等是制约河南省循环农业发展的主要因素。政府应加强对循环农业的引导与支持,积极推进农业产业化经营,提高农业产业化水平,加大农业技术创新研究的投入以及推广应用力度,并选择适合河南省循环农业发展的具体模式。As the biggest province in agriculture and population, Henan province has been trying to find a way for the sustainable development of agriculture without the cost of destroying agriculture, food production, ecology and environment. Under this circumstance, developing the circular agriculture has become urgent in fulfilling this goal. At present, because the government does not give efficient guide and policy support, the labor force in rural area is of poor quality, the majority of farmers are lack of long-term consideration on the use of the agricultural land, and the agricultural technologies are backward, the development of circular agriculture in Henan province is limited. Therefore, the government should strengthen the guide and support on the circular agriculture, push forward agricultural industrialization, expand investments in agriculture technological innovations and their applications, and choose some specific modes suitable for the development of circular agriculture of Henan province.
