摘　　要：资金筹措是南水北调配套工程建设中的重点和难点。针对当前南水北调配套工程投融资工作实际,从分析国家近期出台的水利投融资政策文件入手,对如何用好用足政策、创新南水北调配套工程投融资机制模式、构建多元化的投融资体系等进行了研究,提出了具体对策措施,以期为破解配套工程融资难题提供借鉴和参考。The financing is the focus and difficulty for the auxiliary projects of South-to-North Water Diversion Project(SNWDP).According to the actual investment and financing work for the auxiliary projects of SNWDP,the following aspects are studied based on the analysis of the recent investment and financing polices for hydraulic projects in China: how to make the best use of policy,innovation of the investment and financing modes and establishment of a diversified financing system.Specific countermeasures are put forward so as to provide reference for solving the financing problems for the auxiliary projects of SNWDP.
