摘　　要：调查显示,在社区建立和实施群众诉求调处机制是顺民意、解民忧、得民心的一件事情,对畅通社情民意反映渠道、解决居民群众日常生活中的"急、难、怨、险、疑"问题确有成效,符合大多数居民群众的意愿,得到大多数居民群众的认可和好评。建立"群众诉求调处机制"的实践说明,及时解决群众的利益诉求是维护社会稳定的重要途径,党和政府的主导是创新基层社会管理的关键,为居民群众解决困难和问题是创新基层社会管理的根本,群众自治组织及其延伸是创新基层社会管理的基础,政府与群众自治组织合作协同是创新基层社会管理的有效途径。Surveys show that establishing and implementing the mediation mechanism of mass appeal in community is to respect public opinion, resolve their concern and gain their confidence. The establishment of ＂ mediation mechanism of mass appeal ＂ indicates that promptly resolving the concerns of masses is an important way of maintaining social stability. The lead of the party and the government is the key to innovate grassroots social management. The solution of difficulties and problems of the public is the foundation of innovating grassroots social management. Autonomous organizations and its extensions are the basis for innovating grassroots social management. The cooperation of the government and autonomous organizations is the effective way of innovating grassroots social management.
