摘　　要：面向21世纪,青海省要从实际出发,将水利建设与社会经济发展及生态环境建设紧密结合起来,紧紧围绕西部大开发战略的实施,加强水资源的优化配置,加快水利基础设施建设,不断提高水利的基础保障能力。In the 21st century, Qinghai Province has to connect water resources construction closely with social, economic development and eco-environment construction basing on practice. With the strategy of development of the west as a core, it should also strengthen optimal distribution of water resources, speed up water infrastructure construction and constantly improve service capacity of water resources.
