农业社会化服务体系的中美比较与现实启示

摘　　要：基于我国农业社会化服务体系的发展现状,以美国农业社会化服务体系为参照依据,从角色功能、资金投入、农技推广、服务内容与方式以及农业教育等5个方面,比较了其与我国农业社会化服务体系在发展中存在的差异,在此基础上提出对我国农业社会化服务体系建设的启示:以农民需求为服务的根本出发点;重视开发科研教育单位的服务功能;大力发展综合性农业服务;鼓励发展农民自办合作组织;全面提升农村人力资本;加强政府与其他供给主体间的协作。Based on the current development situation of China＇s agricultural socialized service system,taking the U.S.agricultural socialized service system as reference,this paper compared development differences of agricultural socialized service system between China＇s and U.S.form five aspects of role function,funding of agricultural extension services,service content and mode as well as agricultural education.On this basis,this paper proposed some enlightenments for China＇s agricultural socialized service system construction,such as taking farmers＇ needs towards services as the fundamental starting point;paying attention to the exploiting service functions of scientific research and education institutions,vigorously developing comprehensive agricultural services;encouraging farmers＇ self-management cooperatives development,improving rural human capital,and strengthening the collaboration between Government and other main service providers.
