摘　　要：利用多媒体信息服务技术(MMS),开发了一套架构成本低、具有劝告教育功能、保证处罚告知到达率的移动抄牌系统。通过试用,该系统能对违法停车行为区别处理、彩信告知到达率高、实时性好、减轻了交巡警内业整理的工作量,具有良好的推广前景。By making use of Multimedia Messaging Service （ MMS）, license plate reading system has been developed, which is low in framework cost, with the function of persuasion and education, and the guarantee of the arrival rate of punishment notification. Through the trial application, it has been proved that the system can handle illegal parkings differently, and have the high arrival rate of color notification message as well as the good real-time performance, which greatly reduces the load of the traffic police＇s patrol work and has good prospects for promotion.
