摘　　要：介绍了美国综合海洋观测系统(IOOS)和海洋观测站网计划(OOI),从组织建设的部门性质、建设重点、设计理论以及服务对象等方面阐述了二者之间的区别和联系,对我国海洋观测业务系统建设和引导海洋观测技术发展具有借鉴意义。U S integrated ocean observing system （IOOS） and ocean observatories initiative （OOI） were introduced. The difference and relation between IOOS and OOI were discussed about the organization mechanism, the construction domain, the planning as well as the user, which would provide a reference for our ocean observing system construction and the development of ocean observing technologies.
