摘　　要：当前,高校曝光的一系列学术腐败案件,引起了社会的广泛关注。但人们却忽视了潜规则催生的新生行业——论文中介。其产生的根源是不合理的人才评价体制、期刊界行业自律和政府监管的缺失、法律制度不健全、人才培养机制的功利性和管理措施的不到位。因此,欲根除此种种乱象,需尽快改革我国的人才评价体制,完善相关政策法规,加强期刊行业自律和监管,消除版面费收取所存在的灰色空间,还学术研究以本色。A series of academic corruption cases are exposed in colleges and universities,which again provoke social neuroscience.But people ignore the nascent industry——paper intermediary spawned by hidden rules.The causes for its appearance are unreasonable talent evaluation system and loss of periodical boundary self-discipline,government regulation and the embarrassment of the legal regulation and utilitarian of personnel training mechanism and the absence of management measures.Therefore,talent evaluation system needs reformation in China as soon as possible.The relevant policies and regulations require improvement ：the journal industry self-regulation and supervision must be strengthened.The unreasonabable paper pablication fee also must be eliminated so as to return to true nature of academic researches.
