宪法权利保障与执政党的行宪能力刍议

摘　　要：中国特色的宪法权利体系的初步形成为宪法权利的实现奠定了制度基础和价值观基础,然而现实中的公民宪法权利保障并不尽如人意。笔者从宪法权利实现中执政党的角色分析入手,阐发了执政党行宪能力的基本内涵,并对提升执政党的行宪能力进行了初步探索。The system of institutional foundation constitutional rights with Chinese characteristics has been preliminarily formed, which lays the and values＇ foundation for the realization of constitutional rights. However, the protection of citizen＇s constitutional rights is not satisfactory in reality. This paper analyzes the role of the ruling party in the implementation of the constitutional rights, and elucidates the basic connotation of the ruling party＇s constitution actualization capacity,and then preliminary explores the way how to promote the ruling party＇s constitution actualization capacity.
