摘  要:我国农业正经历着从传统农业向现代农业的转型,这种转型需要人力资本的支撑,农林高校毕业生作为现代农业发展重要的后备力量,已经具备相当的人力资本存量,但由于环境、政策、教育、产业等体制性和机制性因素的制约,还难以实现与现代农业的有效对接。论文利用层次分析法从中截取了补贴和安置政策缺失、产业结构失衡、教育脱节、人文环境闭塞等最主要的障碍因素,提出建立人才引进基金管理制度、构建农区多元化产业格局、建立健全农区人才就业安置政策、重塑农林高校人才培养定位、转变农区人文思维定式等对策。China's agriculture is undergoing a transformation from traditional agriculture to modern agriculture. This transformation requires the support of human capital. Agriculture and forestry college graduates as important reserve forces of development in modern agriculture have already become a considerable stock of human capital. However,due to the environment, policy, education, industrial, institutional and institutional factors, it is difficult to achieve an effective and modern agricultural docking. By AHP from the interception of the most important barriers such as the lack of subsidies and resettlement policies, structural imbalance, out-of-touch education and human environment occlusion, the thesis proposes to establish the fund management system to introduce talents,build a multi-industry pattern of the agricultural areas,establish and improve the agricultural area personnel job placement policies, remodel agriculture and forestry university personnel training position,and change agricultural areas' humanistic mindset.
