摘　　要：针对工业企业技术创新能力测度问题,分析现有工业企业技术创新能力测度方法的优缺点;在传统ELECTRE方法和模糊测度等理论的基础上构建基于关联的ELECTRE(R-ELECTRE)方法,并将R-ELECTRE方法应用到国防科技工业企业技术创新能力测度中以验证R-ELECTRE方法的有效性和合理性。In order to measure technology innovation capacity of industrial enterprises, the new method named R - ELECrRE is frlstly proposed based on ELECTRE method and fuzzy measures after the measurement methods of the technology innovation capacity of industrial interprises in existence are analyzed. And then, the R- ELECTRE is validated through measurement for technology innovation capacity of enterprises in defence science ＆ technology industry.
