摘 要:农业生产技术效率通常受到管理效率、环境特征和随机误差的影响,管理效率因素是内生的,环境特征和随机误差两个因素是外生的.为了剥离这两个外生因素对效率值的影响,区分并测算这三种因素对生产效率的具体作用,可以利用三阶段DEA模型对"两型农业"生产效率进行研究.通过采用DEA三阶段模型去除了环境因素和随机影响,以2008年湖南省14个市州为例,测算了"两型农业"生产的综合效率,并依据实证分析的结果,提出了相应的促进两型农业发展的政策建议.The efficiency of agricultural production techniques is often influenced by management efficiency, environmental features and random errors. Among the 3 factors, management efficiency is endogenous while environmental features and random errors are exogenous. In order to strip out the effects of exogenous factors, as well as to distinguish and measure the influences of the 3 factors on production efficiency, three stage DEA model was employed to study two-oriented agriculture production efficiency. On the foundation of this model, the two oriented agriculture comprehensive production efficiency of 14 cities in Hunan Province in 2008 was estimated, and some corresponding policy proposals to promote agricultural development were presented.
