摘　　要：本文通过污染物排放总量控制中监测的作用及其存在的问题分析 ,指出实现环境监测信息化 ,建立国家环境监理信息系统的迫切性和可行性。文中介绍了国家环保总局推广使用的西安交通大学长天软件研发基地研制的“国家环境监理信息系统” ,提出了运行国家环境监理信息系统亟待解决的问题。In this paper, the role of environmental monitoring and existing problems in total emission control of pollutants is analyzed. It is pointed out that the establishment of national environmental monitoring information system (NEMIS) is urgent and feasible. Then, the NEMIS developed by Xi'an Jointsky Software R&D Center, which has been generalized and employed by State Environmental Protection Administration, is introduced. The problems existing in NEMIS during used is put forward.
